- Serve as the lead administrator for the enterprise on the Department of Labor programs involving the Federal Motor Carrier Safety Administration (FMCSA) regulations. This includes confirming the credentials of Commercial Motor Vehicle drivers and the corresponding FMCSA program requirements (assembling Driver's Qualification files, running Motor Vehicle Checks, confirming annual driving record representations and coordinating with the field to obtain confirmation of DOT Medical credentials to operate a company vehicle.) Scope = more than 1,000 CDL holders across the organization. Perform the random drug testing pool actions as outlined by DOT-FMCSA regulations and make sure the AGL Resources pool of drivers is tested in accordance with regulations.
- Serve as the lead administrator for the enterprise on the Department of Labor programs involving Drug and Alcohol testing for its Pipeline and Hazardous Materials Safety Administration (PHMSA) safety sensitive employees. Scope = more than 2,000 safety sensitive employees across the organization. Secure information on PHMSA required testing conducted by all contractors used on PHMSA related work across the enterprise (more than 60 vendors.) Track information to ensure the Company meets federally established minimum testing guidelines annually. Assist the Workforce Compliance Specialist in preparing information used in Public Service Commission audits.
- Assist with efforts to prepare the Company's Affirmative Action Programs. Perform duties as assigned to prepare data and information for the preparation of 33 separate Affirmative Action Plans. Perform duties as assigned for the company to ensure the accurate and timely filing of the Company's VETS-100A and EEO-1 reports across more than 100 separate company locations on an annual basis.
- Serve as the lead administrator for background check compliance actions necessary to comply with Health and Human Services regulations; Department of Homeland Security regulations; and Department of Labor OFCCP requirements. Perform the background checks as required.
- Assist the Workforce Compliance Specialist as required for the company's relocation program.
- Together with the Workforce Compliance Specialist, insure required labor law postings across the enterprise have been successfully posted in a timely and appropriate fashion. Serve as the liaison with the company's external vendor responsible for quarterly and annual posting updates as necessary.
- Partners with EHS assisting with OSHA compliant processes for hearing conservation and respiratory protection.
Job Responsibilities & Accountabilities by Competency
Functional Expertise:
- Manage all aspects of the Drug and Alcohol Program for the enterprise providing expert counsel and guidance surrounding all aspects of the Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations to maintain effective program administration.
- Issues authorization to remove safety sensitive employees from the workplace in the event they fail a drug or alcohol screen. Coordinates communications between Legal, Human Resources, Labor Relations and Operations to successfully address the failed drug test in a timely fashion.
- Provide counsel and advice to Human Resources and management for DOT FMCSA and PHMSA awareness on issues arising from compliance related items
- Provide input to Human Resources teammates to ensure compliance with local business needs associated with Workforce Compliance, including those items tied to drug and alcohol program awareness, background check requirements and authorizations to work in the U.S.
- Need to promote the Company's values for appropriate ethical treatment and decision making tied to Workforce Compliance related items including identification of gender, race, veteran's and disability status. Assists the Company's Affirmative Action Officer with the implementation of strategies tied to developing a robust communication plan associated with affirmative action efforts across the organization.
- Need to understand Affirmative Action Plan preparation, programs, data and program administration.
Business Acumen:
- Develop processes to address the need to be available to the business 24 X 7 to address emergency situations tied to DOT-PHMSA compliance related emergencies.
- Develop an understanding of the business to partner with multiple constituencies across the enterprise to deliver solid workforce compliance solutions.
- Possess awareness of business drivers to recognize issues that may be tied to new regulations, revised or enhanced policies, regulatory agency audits or internal audit inquiries.
Engagement:
- Collaborate internally with Human Resources; HR Technology; Legal; Supply Chain; Fleet; Ethics and Compliance; Talent Acquisition; Labor Relations; EHS; Accounting; Internal Audit; Operations; Technical Training; Diversity & Inclusion; Regulatory Affairs; Leave Management; Insurance/Risk
- Collaborate with external vendors including Aurico (background check vendor); ERS (AAP vendor); Direct Employers; CRI (Relocation vendor); Veriforce; Berkshire (AAP vendor); Troutman Sanders; network of drug testing clinics.
- Collaborate with employees on matters related to their compliance with company policies, whether the policy is Drug and Alcohol related or relocation related.

- Need to drive outcomes to make sure the Workforce is working successfully and employees are engaged in their role delivering good service for our customers. Cannot wait for results to come across the finish line, must regularly push on teammates and vendors to complete projects on time, within budget and within the expectations established at the onset.
- Gather complete data to help the Workforce Compliance Department make decisions leading to good outcomes for the company.
Education, Certifications/Licenses:
Required: BA/BS in Business, Human Resources or related field
Preferred: Certification in an HR discipline, e.g., PHR or SPHR or additional certifications obtained in support of Drug and Alcohol Program Administration, e.g., C-DER.
Related Work Experience:
Required: 3-5 years of Human Resources experience in a generalist or specialist capacity would be highly desirable.
Preferred: Experience in Drug and Alcohol Program Administration, DOT program administration or other compliance related activities tied to a highly regulated, multi-state organization.

Good management capacity including relationship building capability to help achieve department objectives. Demonstrate an ability to prepare written and electronic reports in a clear and concise manner.
Good critical thinking skills.
Possess deep computer skills (i.e., Word, Excel, MS Outlook, etc.) for effective program administration.
Ability to interact effectively with others
Motivated, with good communication (oral and written) and interpersonal skills
Preferred: Possess a strong working knowledge of DOT, DOL, USCIS, DHS programs as they impact a workforce.
Working Conditions/Physical Requirements:
Office environment, travel requirements should be infrequent (0 - 10%).
