The Proposal Manager is responsible for managing the overall RF(x) response project for the GBU Sales teams, coordinating communications, deliverables, and schedules. The Proposal Manager also works closely with Sales, Sales Consulting, Consulting Services, and Product Management personnel to highlight win themes, differentiate Oracle from its competitors, and fine tune executive summaries, cover letters, and other important sales materials. S/he communicates with partners, external consultants, and client purchasing agents to clarify client requirements in order to provide compelling and accurate responses. The Proposal Manager is also called upon to answer client questions and craft various sales tools and business correspondence for existing and prospective clients.
The Proposal Manager must have exceptional planning and team management skills and be able to work across diverse teams in order to produce the highest quality proposals and supporting documents while ensuring consistency and compliance with Oracle policies.
This role reports to the Global Business Units Regional Team Lead for North and Latin America.
Responsibilities
- Conduct a thorough review and analysis of the RF(x) to facilitate the planning discussions and confirm level of support required.
- Schedule and facilitate planning and status calls ensuring that the Bid Response Team (BRT) are aware of and discuss the Opportunity Assessment, Product Considerations, Bid Strategy, Partner relationships and requirements, and Logistics.
- Create and maintain a repository to store all of the documents received and created during the lifecycle of the opportunity, assigning all BRT members the appropriate level of access.
- Collect issues and questions for the prospect, following up responses or addenda and distributing the information to the BRT for review, and organizing a call to discuss whether the content of any addenda received may have an impact on the response.
- Liaise with the Sales Representative to factor in and arrange translation efforts and requirements (when necessary).
- Develop the proposal structure as per the RF(x) guidelines and Oracle Proposal templates and guidelines.
- Develop a detailed task breakout, resource assignments, and schedule to address all requirements specified in the RF(x), including requirements received from Partners. Confirm the expectations with the BRT including feasible dates to deliver these items.
- Manage the overall RF(x) response project, coordinating communications, deliverables, and schedules, monitoring the ongoing status of assigned tasks and schedule and facilitate calls to discuss progress or issues. Collaborating closely with Sales, Contracts, and other internal stakeholders, to ensure that the response is in line with the bid strategy and in compliance with Oracle’s policies.
- Answer questions in the RF(x) using standard approved sales content, or by reaching out to subject specialists within Oracle to obtain the required information.
- Synthesize all sections of the response, proof reading and editing the document to ensure accuracy, cohesiveness, and a consistent message to the prospect, to create the final document.
- Liaise with regional Business Practices/ Deal Management/ Legal regarding confidentiality considerations and approvals that are required, terms and conditions or contractual exceptions, forms, certificates etc. to ensure the appropriate information is obtained, reviewed, and red-lined.
- Obtain copies of all necessary agreements and approvals from relevant stakeholders for pricing, non-pricing approvals, partner agreements etc.
- Obtain signatures as required, liaising with local signatories as well as Contracts and/or Legal to review standard documents, letters, forms, requiring signature according to the RF(x) requirements.
- Production and submission of the proposal according to the RF(x) specifications (e.g., number of copies, file type, CDs) enlisting the help of local resources if necessary and following up to confirm delivery.
