Dell, Inc. is a worldwide provider of information technology services and business solutions to a broad range of clients. Our Federal IT Services team is looking for an experienced Business Development Director, Capture and Proposal with depth in the Federal IT Services market to join Dell Services Federal Group in Fairfax, VA. We are a leading provider of IT Services for customers within the Civilian, Healthcare and Life Sciences and DoD and National Security markets.
As a key member of our leadership team, you will report to the Executive Director and Go to Market leader. You will lead a team of highly engaged capture and proposal experts to provide thought leadership, develop strategy, make process improvements designed to drive breakthrough performance and deliver winning proposals. You will work closely with other senior executives responsible for P&L and our sales team to set priority, manage issues and risks and all planning efforts to support new sales and recompetes.
Key responsibilities include:
Drive thought leadership, develop strategy and cleanly execute bids and proposals aligned to our strategic plan.
Evaluate strategic business opportunities, partnerships, alliances to position Dell Services Federal Government Group as a leader in the Federal IT Services market.
Oversee market analysis, drive competitive analysis and identifies customer needs. Provides leadership in the planning, design, due diligence, and implementation of strategic business development objectives.
Defines vision, strategies, and tactics for team.
Provide leadership to direct reports to include best practices, mentoring, coaching and development opportunities to ensure the team is highly engaged and performs work and aligns behaviors to Dell's competency model and people strategy.
Collaborate across Dell Services Federal Government Group to achieve mutual goals and objectives across strategic partners and/or customers to build awareness and support of overall strategic benefits.
Manages the hiring, staffing and maintaining of a diverse and effective workforce.
Manage performance and pay discussions of team members.
Manage the identification of trends/opportunities, and leads the development of the strategic business development direction.
Leads the development and presentation of market opportunity recommendations to leadership.
- Analyzes long-term impact of new or anticipated strategies and decisions.
- Leads teams to solve abstract problems without precedent.
- Diagnoses and resolves ambiguous problems.
- Leads rigorous process and service improvement programs to improve quality and effectiveness of proposal development in accordance compliance requirements.

Required Skills
*10+ years demonstrated track record of winning competitive acquisitions is required, as is knowledge of current marketing and sales practices within the government.
*Demonstrated comprehensive knowledge the federal IT procurement process.
*Demonstrated record of developing and implementing successful, comprehensive capability portfolio/line of business/campaign level business development plans.
*Direct experience conducting analysis of market opportunities and performing a gap analysis between customer needs and current group offerings to identify potential future capabilities.
*Proven track record of setting measurable objectives to achieve a strategic end to include identifying the ways and means for accomplishing those objectives.
*Proven track record as a business development professional, including pipeline development, capture planning, proposal support.
Desired requirements:
*Excellent communication skills are required, as are good interpersonal skills and an ability to inspire confidence and provide the business development leadership for this Business Unit.
*Ability to envision the interfaces, interdependencies, and activities between multiple programs and captures at a line of business and/or capability portfolio level.
